E.U. Likely to Publish Results of Banking Stress Tests |

The European Union appeared Thursday to be moving toward an agreement to publish the results of stress tests imposed on major cross-border banks, a move aimed at restoring confidence in the health of the bloc’s financial sector.
The move would be accompanied by a pledge to show flexibility in applying rules limiting government aid to companies. That would allow European governments to put in place plans to recapitalize any banks deemed to be in trouble — before the publication of the stress-test results.
Officials said the European Commission president, José Manuel Barroso, an advocate of the plan, was confident that an agreement would be reached at Thursday’s summit of 27 E.U. leaders.
